1. General Information

Event Centre and Assembly Area
Event Centre: The centre for the World Cup races is located in Gotemba, a city in the hills about 80 km west of Tokyo (see Map 1). Gotemba is about 4 hours drive from both New Tokyo International Airport (Narita) and Nagoya International Airport.

Assembly Area: The assembly area for both World Cup races is at Mount Fuji Children's World, a large new theme park which extends over 193 ha. Some parts of the park were opened to the public in May 1999. Other areas are still under construction.

Travel to and from the Event Centre
The organizer will provide buses from Narita Airport to the accommodation at Gotemba on the afternoon of the 13th. This fare (4,000JYE) is not included in the entry fee.
If it is not convenient to use these buses, you can travel by public train or bus from Narita to Tokyo, then from Tokyo to Gotemba.

For people who come by TRAIN;
Please get off at Gotemba station. It is about 40 minutes walk to the accommodation(YMCA). By taxi, it takes about 10 min.(about 2,000JYE)

For people who come by BUS;
Please get off at "Tomei Gotemba" bus stop. It takes about 15 minutes to walk to the accommodation. Train schedules and bus schedules are provided on another sheet.

For further information about travel by public transport, including transport from Nagoya, please contact Ms Masumi TOMITA.
You can also rent a car if you have an international driver's licence. Rent-a-car offices are located near Gotemba Station, Fuji Station etc. Any team that wishes to rent a car is advised to contact Ms Masumi TOMITA for further information.
Some examples of rent-a-car costs are as follows, excluding 1,000JYE/day for insurance and 5% tax.

Many other options are available. The above cost does not include the petrol. The price of petrol is about 100 yen / litre.
Anyone contemplating renting a car should understand that, while direction signs on major roads usually include English, most other signs are in Japanese characters only and are difficult for visitors to recognize. This can make driving in Japan more difficult for visitors than in many other foreign countries. Japanese traffic travels on the lefthand side of the road.



After the World Cup, the organizer will provide buses from the accommodation (Gotemba) to New Tokyo International Airport (Narita) in time for night flight to Australia. This fare (4,000JYE) is not included in the entry fee. In addition, the following travel agency can assist in organizing optional tours:/FONT>

Money Change
Most of credit cards issued by foreign company are not accepted by automatic tellers around Fuji and Gotemba, though the commonly used cards are acceptable at most of the major stores.
If you wish to obtain cash using a credit card, it would be advisable to do this at Narita Airport.
At the supermarket "Kimisawa", on your way back to the accommodation from assembly area, Visa cards are acceptable.


Rate: 1 US$ is about 105 Japanese Yen. (14th Jan. 2000)

Please contact the Japanese embassy or consulate in your country for further information. All visitors are advised to confirm entry conditions to Japan (e.g. period of currency of passport) with their nearest Japanese embassy or consulate.

Ceremonies
Opening Ceremony and Reception
The opening ceremony and a reception with entertainment will be held at the Model Event. After model event, you can stay in a comfortable place where there are toilets and showers until the opening ceremony starts. Teams are requested to wear teams' uniforms. At the reception, some snacks and drinks will be served. You are advised to bring your own lunches to the venue because there are no shops and restraunts.

Prize giving ceremony
Prize giving ceremonies will be held at the Mt. Fuji Children's World.

Banquet
A banquet will be held at the gymnasium of YMCA Tozanso. The fee is 3000JYE. A mixture of Western and Japanese buffet will be served. There will be some entertainment.
There is no limitation on clothing.



3. Accommodation and Transport During the World Cup
Accommodation
Accommodation for teams, IOF officials and media representatives has been organized at YMCA Tozanso at Gotemba and the nearby Gotemba YHA Hostel. This accommodation is available from the evening of Thursday 13 April to the morning of Monday 17 April.
YMCA Tozanso offers the following classes of accommodation:

Class A:10,000JYE per night with 2 meals.
Twin with toilet and bath.
Class B:8,500JYE per night with 2 meals.
Twin without toilet and bath.
Class C:7,000JYE per night with 2 meals.
Room with 4 to 6 beds.
The Youth Hostel, which is 5 minutes walk from the YMCA, offers:
Class D:6,000JYE per night with 2 meals (5,000JYE for YHA members).


・ For Classes B and C, some rooms may have a toilet. Showers and Japanese style baths are available in a separate building.
・ For Class C, groups of 6 to 8 may have a room with a meeting room attached.
・ For classes A, B and D, the number of rooms is limited. These will be allocated to teams in order of receipt of the accommodation deposit.


If any teams require cheaper accommodation than those listed above, it may be possible to arrange Japanese style rooms or accommodation in a hall (Class E) (2,800JYE/night, with 2 meals). Teams interested in Class E accommodation should contact Ms Masumi TOMITA for further information.

Catering
At YMCA Tozanso, a European-style buffet will be provided for dinner and breakfast, which will cater for vegetarians and people with food allergies. Plenty of hot vegetables, fresh vegetables, meat, fish, soup, bread, rice, desserts, coffee, tea, milk, etc will be provided at dinner. For breakfast, eggs, hams/sausages, fresh vegetables, yogurt, bread, coffee, tea, milk, etc will be provided. Any people with special dietary requirements (e.g. vegetarians, food allergies) should notify the organizers using the relevant form.

At Gotemba YHA, a mixture of Western and Japanese meals will be served.

For lunch, sandwiches and juice are provided on 14th, 15th and 16th. The price is 500JYE per lunch. If you want this lunch, please fill in the relevant form, or e-mail Ms Masumi TOMITA by 24th March. Please pay the bill on arrival at the event centre. In the assembly area, noodles, rice+curry and some snacks are available for about 800JYE. In the area around the model event, there is no restaurant.


Transport during the Event
Bus transport will be provided on the event days between the official accommodation and the event area. The buses will not stop on the way to the events. On the way back from the events, some of the buses will stop at a supermarket if required.
For the classic event, bus transport is compulsory for competitors and for any team officials or media representatives who wish to go to the start. Private transport will not be permitted at the start, but may be taken to the assembly area.
For the model event and relay, the use of bus transport is optional and private transport may be used. Bus transport to the assembly area will be available for team officials, IOF guests and media representatives on all days.



4. Technical Information
Terrain Description
Location:The terrain is located within a vast forest some 800 - 1100 m above sea level which extends over the saddle between Mount Fuji, the highest mountain in Japan (3776 m) and Mount Ashitaka, which is south-east of Mount Fuji.

Geographical features: The terrain was formed from volcanic lava of Mount Fuji in ancient times. This lava is now almost covered with deep humus soil which is very soft, but some rocky areas or isolated rock features can still be seen. The terrain is moderately hilly, with some steep areas. Most of the terrain slopes towards the south from the top of Mount Fuji. In places, the old lava streams have formed subtle complex terrain with many knolls and depressions. There are also many small erosion gullies, ditches and seasonal watercourses, which should be dry at the time of the competitions. There are some deeply eroded tracks which may appear similar to the watercourses and erosion gullies.

Vegetation features: The forest consists mainly of conifers . The visibility is generally good, but runnability is variable. There are areas of thorn bushes, dense bamboo grass and cut timber from forestry operations, all of which affect runnability. However, the courses mostly avoid these less runnable areas. In some parts of the relay course, runners might encounter areas of fallen timber.

Man-made features:There are some sealed or unsealed roads in the terrain, but few paths. There are some new forestry tracks in the forest. Areas of cultivated land and houses are limited and may not be encountered during the competitions. The area of the Children's World, where the finish is located contains some artificial constructions and a dense network of tracks.

Enclosed with this bulletin is a previous O-map of Fuji Children's Park. It was used for a special World Cup Pre-event on Wednesday 3rd November 1999 which was staged to promote the World Cup and demonstrate orienteering to the managers of the Children's Park. This was approved by the IOF controller.
A small part of the competition area was used for Asia Pacific O Championships in 1992. Since then, this area has been used for some training camps until 1997.

Clothing Restrictions
Spikes affect the pavement in the park. Full-length metal spikes are prohibited. Stud spikes are allowed.

Embargoed Areas
The areas shown on Map 2 are embargoed until the WC2000 events. The following existing maps are located in the embargoed area:

Model Event
The organizer will provide buses from accommodation to the model event. (single:1,250JYE, return:2,500JYE) but bus transport is not compulsory. Anyone planning to arrive in the Fuji area on the Friday and travel directly to the Model Event should contact Ms Masumi TOMITA for further transport information.

Training Opportunities
Training opportunities are available on request in similar types of terrain in the Fuji district, although the standard of mapping may not be the same as on the World Cup maps. Any teams interested in training prior to the World Cup events should contact the organizer.

A training area is available also near the accommodation at Gotemba, but this is not representative of the World Cup terrain and is not of such high quality. The following maps will be available on arrival.

Start Draw & Red Group
No qualification races will be held for the classic distance event. The start order will be decided by a draw.
The competitors shall be nominated in 3 separate groups and start order in each group will be drawn by computer. There is also a red start group, which will be the final start group. Members of the Red Start Groups will be named by the Event Organizer after entries have closed and at least 1 hour before the start draw. The nomination of the team members in start groups must be provided to the organizers at the event office of YMCA or the model event by 12:00 on 14th April.
The following information about the Red Start Group has been provided by the IOF:


Red start group
To promote world class orienteering, a seeded start list will be used in the IOF World Cup in foot orienteering in 2000. A so-called Red Start Group shall be the final start group in nominated World Cup races, except in ultra-short distance races, races with chase start or in the World Cup final. The Red Start Group is intended to give more status to the best orienteers and assist the media and other spectators in identifying them. For both women and men, the Red Start Group consists of a number of top athletes, which are selected according to the criteria defined in the IOF Special Rules for the World Cup 2000. Provided they are members of their Federation’s team the following runners qualify for the Red Start Group:
