1. Invitation
 
Message from the Event Director
 
  It is our great honor to organize the World Cup competition here in Shizuoka, where Mount Fuji, a symbol of Japan, is located. Mount Fuji actually plays more of a role than just a symbol in the competitions. The volcanic activity of the mountain has provided you the most challenging terrain on the southern slope of the mountain, where we will have the competitions. We hope that you will enjoy the terrain as well as the magnificent views of Mount Fuji, which you can have from the assembly area and elsewhere during the event. I hope you do not lose your concentration because of that! The time of the World Cup is the best season to visit to Japan. You will be welcomed by cherry blossoms in full bloom everywhere, another symbol of Japan. We believe that is the ideal situation to start the World Cup in 2000. We hope to see you in Shizuoka next year.

Event Centre and Assembly Area
  The centre for the World Cup races is located in Gotemba, a city in the hills about 80 km west of Tokyo (see Map 1). Gotemba is about 4 hours drive from both New Tokyo International Airport (Narita) and Nagoya International Airport.
 
  The assembly area for both World Cup races is at Mount Fuji Children's World, a large new theme park which extends over 193 ha. Some parts of the park were opened to the public in May 1999. Other areas are still under construction.
 
Travel to and from the Event Centre
  The organizer will provide buses from Narita Airport to the accommodation at Gotemba on the afternoon of the 13th. This fare (4,000JYE) is not included in the entry fee.       
  If it is not convenient to use these buses, you can travel by public train or bus from Narita to Tokyo, then from Tokyo to Gotemba.
 
  The following public transport options are available:
From Narita Airport to Tokyo:
1. JR Narita Express   55 min. -2,980JYE  every 30 min.
2. JR Airport Narita   84 min. -1,280JYE  every 1 hour
3. Keisei Sky-liner   55 min. -1,920JYE every 40 min. (from airport to Nippori) 4. Keisei Evening-liner  70 min. -1,400JYE  every 40 min. (from airport to Nippori)       then JR lines from Nippori to Tokyo 20 min. 150JYE
5. Airport limousine bus 80 min. -3,000JYE every 30 min. 
                     
  From Tokyo to Gotemba:
1. Tomei Highway Buses (2 hours) from Tokyo -1,540JYE
2. Trains (JR Tokaido Line & JR Gotemba Line; 2.5 hours) from Tokyo -1,890JYE
3. Asagiri Express (Odakyu Line 1.7 hours, 4 times/day) from Shinjuku -2,720JYE
4. Odakyu Buses (1.7 hours) from Shinjuku   -1,540JYE
 
  For further information about travel by public transport, including transport from Nagoya, please contact Ms Masumi TOMITA.
  You can also rent a car if you have an international driver's licence. Rent-a-car offices are located near Gotemba Station, Fuji Station etc. Any team that wishes to rent a car is advised to contact Ms Masumi TOMITA for further information.
  Some examples of rent-a-car costs are as follows, excluding 1,000JYE/day for insurance and 5% tax.
10,500JYE / 24 hours (capacity: 5 people), 8,000JYE per extra day
20,500JYE / 24 hours (capacity: 8 people), 14,500JYE per extra day
Many other options are available. The above cost does not include the petrol. The price of petrol is about 90 yen/liter.
  Anyone contemplating renting a car should understand that, while direction signs on major roads usually include English, most other signs are in Japanese characters only and are difficult for visitors to recognize. This can make driving in Japan more difficult for visitors than in many other foreign countries. Japanese traffic travels on the lefthand side of the road.
 
  After the World Cup, the organizer will provide buses from the accommodation (Gotemba) to New Tokyo International Airport (Narita) in time for night flight to Australia. This fare (4,000JYE) is not included in the entry fee. If sufficient participants require transport to Shizuoka or Nagoya, buses may also be arranged. In addition, the following travel agency can assist in organizing optional tours:

  We understand that visitors from following countries will require visas:
  Please contact the Japanese embassy or consulate in your country for further information. All visitors are advised to confirm entry conditions to Japan (e.g. period of currency of passport) with their nearest Japanese embassy or consulate. 
  If documentation from Japan is required to support your visa application, this can be supplied by the Japan Orienteering Association. The address and phone number of JOA office are :

1. Accommodation and Transport During the
 
World Cup
 
Accommodation and catering
Accommodation for teams, IOF officials and media representatives has been organized at YMCA Tozanso at Gotemba and the nearby Gotemba YHA Hostel. This accommodation is available from the evening of Thursday 13 April to the morning of Monday 17 April.
YMCA Tozanso offers the following classes of accommodation:
The Youth Hostel, which is 5 minutes walk from the YMCA, offers:
・ For Classes A, B and C, it is necessary to pay a deposit. The accommodation deposit (30% of total accommodation costs: Class A 3,000JYE, Class B 2,500JYE, Class C 2,000JYE ) must be forwarded to the WC2000 bank account by 14 January 2000 at the latest.
・ For Classes B and C, some rooms may have a toilet. Showers and Japanese style baths are available in a separate building.
・ For Class C, groups of 6 to 8 may have a room with a meeting room attached.
・ At YMCA Tozanso, a European-style buffet is provided for dinner and breakfast, which caters for vegetarians.
・ At Gotemba YHA, a mixture of Western and Japanese meals is served.
For classes A, B and D, the number of rooms is limited. These will be allocated to teams in order of receipt of the accommodation deposit.
 
  If any teams require cheaper accommodation than those listed above, it may be possible to arrange Japanese style rooms or accommodation in a hall (Class E) (2,800JYE/night, with 2 meals). Teams interested in Class E accommodation should contact Ms Masumi TOMITA for further information.
 
 
Transport during the Event
  Bus transport will be provided each day between the official accommodation and the event area. The buses will not stop on the way to the events. Anyone staying outside the official accommodation will need to make their own way to the bus departure point. On the way back from the events, some of the buses will stop at a supermarket if required.
  For the classic event, bus transport is compulsory for competitors and for any team officials or media representatives who wish to go to the start. Private transport will not be permitted at the start, but may be taken to the assembly area.
  For the model event and relay, the use of bus transport is optional and private transport may be used. Bus transport to the assembly area will be available for team officials, IOF guests and media representatives on all days.
4. Technical Information
 
Terrain Description
Location: The terrain is located within a vast forest some 800 - 1100 m above sea level which extends over the saddle between Mount Fuji, the highest mountain in Japan (3776 m) and Mount Ashitaka, which is south-east of Mount Fuji.
 
Geographical features: The terrain was formed from volcanic lava of Mount Fuji in ancient times. This lava is now almost covered with deep humus soil which is very soft, but some rocky areas or isolated rock features can still be seen. The terrain is moderately hilly, with some steep areas. Most of the terrain slopes towards the south from the top of Mount Fuji. In places, the old lava streams have formed subtle complex terrain with many knolls and depressions. There are also many small erosion gullies, ditches and seasonal watercourses, which should be dry at the time of the competitions. There are some deeply eroded tracks which may appear similar to the watercourses and erosion gullies.
 
Vegetation features: The forest consists mainly of conifers . The visibility is generally good, but runnability is variable. There are areas of thorn bushes, dense bamboo grass and cut timber from forestry operations, all of which affect runnability. 
 
Man-made features: There are some sealed or unsealed roads in the terrain, but few paths. There are some new forestry tracks in the forest. Areas of cultivated land and houses are limited and may not be encountered during the competitions. The area of the Children’s World, where the finish is located, has been extensively modified in the development of the park.

  Enclosed with this bulletin is a previous O-map of Fuji which was used for the 1992 Asia Pacific Orienteering Championships. Some of this area appears on the World Cup maps.
 
  The Children's Park area of the competition map will be included on the map for a special World Cup Pre-event on Wednesday 3rd November 1999 which is being staged to promote the World Cup and demonstrate orienteering to the managers of the Children's Park. World Cup competitors and team officials are not permitted to enter this event. Copies of the map used for this event will be enclosed with Bulletin 3.

Clothing Restrictions
  Full-length metal spikes are prohibited. Stud spikes may be worn.

  The areas shown on Map 2 are embargoed until the WC2000 events. The following existing maps are located in the embargoed area:

  The area on the map, Fuji - Ashitaka, is no longer embargoed.
 
Training Opportunities
  Training opportunities are available on request in similar types of terrain in the Fuji district, although the standard of mapping may not be the same as on the World Cup maps. Any teams interested in training prior to the World Cup events should contact the organizers.
 
  A training area is available also near the accommodation at Gotemba, but this is not representative of the World Cup terrain and is not of such high quality. Maps will be available on arrival.
 
 
5. Team Information and Entry 
 
Team Size
  The maximum number of competitors from each federation is 6 men and 6 women, with up to two relay teams in each class.
  There is no limitation on the number of officials per team.
  No qualification races will be held for the classic distance event. The start order will be decided by a draw or according to previous rankings. Further details will be announced in Bulletin 3.
 
Entry
Entry Fee
  There are no WC entry fees for IOF guests and media representatives but they must still register by 14th January 2000, and pay the same accommodation and transport fees as team members. Information about entry to the spectator races is available from Ms Masumi TOMITA.

Late Entry
  Acceptance of late entries are subject to the discretion of the organizer, and payment of late fee of +30%JYE per person. The fees for entries notified after 14th January 2000 are as follows:
